What STAP is

Texas STAP provides vouchers that help qualified Texans obtain specialized telecommunications equipment or services when a disability interferes with access to the telephone network.

Eligibility generally includes Texas residency and disability certification by an authorized professional. The exact device category must match the applicant's functional needs and current program rules.

Important: we are not a STAP vendor

AI for the Blind Corp helps with education, application preparation, the approval process, device selection guidance, and training. We do not redeem STAP vouchers.

After approval, the voucher is exchanged with an approved STAP vendor. Our current vendor partner is Seanor Connect.

Submit to Texas HHS

Current official instructions require completed applications with original signatures to be mailed. Always follow the most recent HHS instructions.

Receive your voucher

If approved, Texas HHS issues a voucher for an authorized equipment type and provides approved-vendor information.

Choose a device and vendor

We can explain options and connect you with our approved-vendor partner. Depending on voucher value and retail price, many devices may have no out-of-pocket cost while some premium choices may require a copay.

Set it up and learn it

Our Technology Connection sessions and trainers provide setup, basics, accessibility features, and practical use support.

Common STAP questions

Can AI for the Blind approve my STAP application?

No. Texas Health and Human Services makes eligibility and voucher decisions. We help you prepare a complete application and understand the process.

Does STAP mean every device is completely free?

Not always. Voucher amounts and vendor prices vary. Some devices can be covered completely; some higher-priced devices can leave a difference to pay.

How often can someone receive a voucher?

The program generally uses a five-year cycle, with limited exceptions such as qualifying changes in disability. Check current HHS rules for your specific situation.

Can you help with training after I get the device?

Yes. Device setup and training are a core part of how we support people after the paperwork is done.
